A trustworthy chart says where the soundings stop. Each entry below is written as a question: what is unclear, who would answer it, and what has been published so far. These are open questions, not positions.

These are observations about public process, not advocacy. Each one names what is not yet resolved and who would resolve it, and nothing more.

Known Gaps is a list of open questions compiled by Permit Reef from published agency pages and documents. Covers California shellfish and seaweed only. Every outside link on this page was last checked automatically on Oct 5, 2026, and it is re-checked weekly. The agency's own published page and notice remain the legal record.

Sequence question

Who owns the order of the steps?

Who would answer it: The agencies that issue each approval, together.
What has been published so far: A federal guide walks through who authorizes what in California waters, and the state's Permit Counter takes filings in one place. Neither one publishes a single required order, so applicants still assemble the sequence themselves.

Rule question

Which food safety rules apply to a given seaweed product?

Who would answer it: California Department of Public Health, with the FDA frameworks behind it.
What has been published so far: Shellfish have a published program with classification and monitoring. For seaweed, species, intended use, processing, and facility type can each change which controls apply, and we have not found one California-facing decision tree that puts them in order.

Cost question

How much evidence does a small operator need before anyone can say yes?

Who would answer it: The lead agency for environmental review on the specific project.
What has been published so far: One completed pre-permitting environmental analysis exists for Humboldt Bay and can be read in full. What a smaller or different project would be asked for is decided case by case, so the cost is hard to know in advance.

Timeline question

How long does each step actually take?

Who would answer it: Each reviewing agency, through its own published tracking.
What has been published so far: The state publishes a staff summary of active leases and pending requests, which shows what is in the queue. Start and finish dates for the steps in between are not published as a running clock, so timelines come from practitioner accounts rather than from a public record.

Access question

Where would a new grower find all of this in one place?

Who would answer it: No single body today. Extension programs cover parts of it.
What has been published so far: Permits, food safety, seed sourcing, processing, finance, and distribution are each published somewhere, by different bodies, in different formats. The nearest thing to a shared shelf is the extension hub linked here.
