California shellfish and seaweed
For funders and partners
Permit Reef is a working public reference for California aquaculture permitting. It charts published steps, links the evidence, and marks unanswered questions. It files nothing and does not speak for any agency.
What is available today
The public tools cover route mapping, the Permit Tracker, Known Gaps, barriers and proposed approaches, waters and jurisdiction background, and a source shelf. The printable summary and situation-based route help learners follow the same steps. Public pages need no account.
Open the source shelfWhy I built it
I’m Jules Marsh. I’ve worked toward a clearer aquaculture route for about a decade, through Kelpful, college teaching, and seaweed industry work in California and the Pacific Northwest. My engineering background shapes how I map requirements and evidence. I lead MiraCosta College’s Blue Economy & Aquaculture Technology Workforce Certificate Program. These are my experience, not institutional endorsements of this proposal.
Read my backgroundProposed funding, not secured funding
A year of work, with a checkpoint halfway.
The proposal seeks $254,100 over 12 months, released in two halves of $127,050. The second half would release only when all four conditions below are met. These are proposed conditions, not milestones claimed as achieved.
- 01Final bill language delivered and verified
- 02A contract lobbyist retained
- 03A bill author committed
- 04A published count of public supporters
The plan includes a full-time program lead, part-time policy, research, and outreach roles, a contract lobbyist, and bookkeeping support. Community work is planned at $50 an hour, except the lobbyist. The $5,000 monthly lobbyist line is an estimate, not a quote. Legal, fiscal, travel, and software lines are estimates. The 2027 legislative calendar still needs confirmation.

Research, education, workforce, and tools
These are possible grant directions, subject to each program’s eligibility rules. Permit Reef could support a guided permitting navigator, source maintenance, and learner resources. No application, award, or funding commitment is claimed here.
Bill development and lobbying
The plan seeks community and private support for this work. Funds with lobbying restrictions must not pay for lobbying. Organizations may discuss a defined research or education piece without endorsing CAPRA.
The Seaweed Community Action Fund is operated by Brackish & Co, a Washington-registered entity, with project funds tracked separately. It is not a 501(c)(3). See the public plan and fund for current terms.

The public chart is compiled from published agency pages and documents. Campaign pages describe proposals supplied by Jules Marsh and Brackish & Co. Automatic source-link checks run weekly and test whether a page answers, not whether its content is correct. Entry stamps show their own check dates. Corrections are reviewed before the chart is changed.
