Resources & Field Guides
The reading list we wish someone had handed us.
Curated, non-advocate links for California shellfish and seaweed growers. Heavy on the National Seaweed Hub, NOAA's AOA record, Sea Grant extension, and the food-safety paperwork everyone forgets until inspection day.
Every link is third-party. We don't endorse — we just save you the search. Flag anything broken via the Feedback button.

Biological, chemical, and physical hazard controls for seaweed sold for human consumption. The closest thing to a HACCP starter pack.
NOAA — AOAs, PEIS, and federal aquaculture
Read the federal record before Monday.
Permit Reef builds directly on the NOAA AOA atlas data and treats the PEIS as a foundation to extend — surfacing the state-level realities (CEQA, CCC, CDFW) that federal scoping leaves to growers to navigate. Source documents below; our build-on notes live on the Barriers page.
- Policy
NOAA Aquaculture Opportunity Areas (AOA) — program page
Federal designation framework for pre-vetted aquaculture zones. California sites identified via the Southern CA AOA atlas.
- Data
Southern California AOA Atlas (NCCOS)
The spatial data layer the PEIS rests on — and the backbone of how Permit Reef maps opportunity in California waters.
- Report
Programmatic EIS for Southern CA AOAs
The document the AOA reports flow from. Reading it cover-to-cover is the honest baseline for any constructive build-on work.
- Guide
NOAA Aquaculture Permitting Resources
Federal permit map: ACOE §10, NPDES, ESA §7, MMPA, EFH consultations — what triggers what.
Shellfish — operations & food safety
California shellfish, by the book.
Statutory food-safety, ITPs, and the actual lease mechanics.
- Policy
CDPH Preharvest Shellfish Program
Growing-area classification, biotoxin monitoring, harvest closures. Required reading before you grow a single oyster for sale.
- Policy
FDA National Shellfish Sanitation Program (NSSP) Model Ordinance
The federal-state agreement every California shellfish grower operates under, even if they've never heard of it.
- Policy
CDFW Aquaculture Program
State registration, species lists, and the actual application packet for new and modified leases.

Humboldt Bay Harbor District — Mariculture Leases
The sublease path that lets new growers skip 5–10 years of solo permitting. Our hero shortcut.
NOAA / Sea Grant funding pipeline
The federal money pots small CA growers should know.
These are the programs that actually fund shellfish and seaweed startups, restoration nonprofits, and the research partners you'll want on your team. Application windows are seasonal — bookmark, don't guess.
- Policy
NOAA Sea Grant Aquaculture Initiative
The federal funding pool behind most regional aquaculture extension. Backs research, workforce, and farmer-led pilots.
- Policy
NOAA Saltonstall-Kennedy (S-K) Grant Program
Direct grants for promoting US fisheries & aquaculture — marketing, gear innovation, post-harvest, market access.
- Data
NOAA BIL — Transformational Habitat Restoration
The Bipartisan Infrastructure Law habitat / coastal-resilience pots. Restorative shellfish & kelp projects qualify under the right framing.
California Sea Grant — Aquaculture
Funded research, workshops, and a direct line to UCSD/Scripps extension staff.
USC Sea Grant — Aquaculture
Southern CA focus, including the urban-coast permitting puzzle and contaminant work.

Production volumes by species and state. Useful for grant narratives and CEQA economic sections.
- Report
The Nature Conservancy — Restorative Aquaculture
Framing and citations for grant applications when your operation has a restoration angle.

Pacific Shellfish Institute
West-Coast-specific research on shellfish health, water quality, and biotoxin trends.
Sister tools & parallel programs
We're not the only ones trying to make this navigable.
A short, honest scan of the other efforts in this space. Permit Reef is built to complement these — official submission still happens at the state Counter; spatial siting still lives at NOAA. We focus on the gap nobody else fills: an opinionated, plain-English roadmap with real costs, real timelines, and the Humboldt sublease shortcut surfaced first.
- Policy
California Aquaculture Permit Counter (official)
The state's official virtual submission portal — CDFW, Coastal Commission, SWRCB, CDPH in one queue. This is where applications actually get filed. Permit Reef points you here once you're ready to submit.
- Guide
NOAA Guide to Leasing & Permitting CA Aquaculture (Jun 2025)
The interagency reference doc assembled by the Southern CA Offshore Aquaculture Working Group. Authoritative but dense — we cite it heavily on the Launch and Barriers pages.
- Toolkit
Alaska Aquaculture Permitting Portal
The sister-state model. NOAA + AK DNR built a guided portal in 2021 — the closest analog to what California still lacks. Worth borrowing from.
- Data
NOAA National AquaMapper
Federal siting-suitability map viewer for offshore US waters. Use for spatial screening; Permit Reef handles the regulatory layer on top.
- Toolkit
NOAA Coastal Aquaculture Planning Portal (CAPP)
A toolbox of NCCOS planning layers and decision-support tools. Manager-facing, not grower-facing — but the data flows under everyone else's maps.
- Guide
GreenWave Ocean Farming Hub — CA Permit Guide
The 2018 grower-written walkthrough. Older than the AOA process and pre-Humboldt EIR, but still the clearest narrative version of the lease path. We update where it's stale.
